Scott Silver is the President, and a founding partner of Silver, Bass & Brams, P.A. Scott grew up in South Florida. He graduated from the University of Florida, College of Pharmacy in 1986. After pharmacy school, Scott attended law school at the University of Miami. He graduated cum laude and received his Juris Doctor degree from the University of Miami School of Law in 1989.
Scott has litigated insurance-related disputes since being admitted to the Florida Bar in 1989. Throughout his legal career, he has litigated many areas of insurance-related law, including first-party homeowners insurance disputes, property damage, personal injury, insurance coverage issues, construction litigation, auto, trucking, and workers' compensation matters. Scott has represented his corporate and individual clients in obtaining favorable results through settlement, and when necessary, trial. Scott is certified by the State of Florida to teach continuing education classes to insurance adjusters. Based on his experience and reputation, Martindale-Hubbell has awarded Scott a rating of "AV-Preeminent," which is the highest possible peer review rating for legal ability and ethical standards.
Aaron Bass is a founding partner of Silver, Bass & Brams, P.A. He grew up in Sunrise, Florida, and focuses his practice on civil litigation, estate planning/probate and workers compensation. He has represented employers in thousands of workers compensation cases, successfully taking hundreds to final hearing, as well as arguing numerous appeals. Aaron has handled thousands of legal matters from pre-suit to trial work throughout the State of Florida over his more than 25 years of practice. He is certified by the State of Florida to teach continuing education classes to insurance company adjusters and public adjusters. He has taught and lectured on jurisprudence at the university level worldwide.
Aaron earned his Juris Doctor at Nova Southeastern University, where he received a Public Interest Law Fellowship. Before law school, Aaron received his Bachelor of Science degree, with honors, from the University of Florida, with a major in Journalism and a minor in Religious Studies. He sits on the Executive Board of the Craig S. Bernard American Inn of Court. The American Inns of Court is an exclusive organization of attorneys and judges that fosters professionalism and legal excellence. Founded in the United States in the late 1970s by Supreme Court Chief Justice Warren Burger, the American Inns can trace their history back to the English Inns of Court, founded in the 13th Century.
Aaron is licensed to practice law in all Florida state courts and the United States District Court for the Southern District of Florida. He is also a Florida Supreme Court Certified Circuit Court Mediator and a Florida Supreme Court Qualified Circuit Court Arbitrator.
Daniel J. Brams is a native South Floridian born and raised in Palm Beach. He received a Bachelor’s Degree in Business Administration from the University of Miami and a Doctor of Jurisprudence from Nova Southeastern University in 1980. Mr. Brams founded the firm of Hicks, Brams & Scher in 1987. He remained there for 21 years before joining Silver, Bass & Brams, P.A. in 2008. Mr. Brams represents many of the same clients he has since beginning his legal career almost four decades ago. His practice is devoted to commercial and residential real estate, business law, condominium and community law, business transactions, the construction and building industry, and commercial litigation. He has been lead counsel in some of the largest and most complex real estate, business, and commercial legal matters in Palm Beach County history. Mr. Brams is a Florida Bar and the Palm Beach County Association member and represents clients in Broward County, Miami-Dade County, Palm Beach County, and the Treasure Coast.
Gail Cotton Silver graduated with honors from the University of Florida in 1988. She received a Bachelor of Science in Business Administration, with a major in Finance and a minor in English. While at UF, Ms. Silver played bass in the UF Jazz Band and served as Vice President and President of Delta Sigma Pi. In 1991, Ms. Silver received her Doctor of Jurisprudence, cum laude, from the University of Miami School of Law.
After being admitted to the Florida Bar in 1991, she began her career in the area of product liability litigation and handled hundreds of cases throughout the state of Florida. Other areas of her practice include general commercial litigation, real estate litigation, guardianship, and civil litigation.
Ms. Silver is a member of the Florida Bar, the U.S. District Court for the Southern District of Florida and the U.S. District Court for the Middle District of Florida. She volunteers as a Guardian Advocate for Baker Act cases in the 15th Judicial Circuit for Palm Beach County. She is a member of the Palm Beach County Bar Association, the Palm Beach Guardianship Association, and the Craig S. Barnard American Inn of Court. Outside of the office, Gail enjoys spending time with her family and friends, traveling, reading, gardening, and creating stained glass art.
Francisco Novoa, a native Spanish speaker, is originally from Astoria, Queens, but moved to Pembroke Pines, Florida, as a child. Since joining the Florida Bar in 2005, Francisco has come to specialize in workers compensation law – and has represented both employers and injured workers at the trial and appellate level. Over the years, he has handled thousands of workers' compensation matters and has experience in jury trials, bench trials, and appellate courts throughout Florida's state and federal courts.
Francisco is a veteran of the United States Navy and served aboard the fast-attack submarine USS Albany. Following his enlistment in the Navy, Francisco attended Florida Atlantic University, where he graduated Magna Cum Laude with a degree in Criminal Justice and a minor in psychology. Francisco earned his Juris Doctor at St. Thomas University School of Law, where he was on law review. Francisco is licensed to practice law in all Florida Courts and the United States District Courts for the Middle and Southern Districts of Florida.
